I just checked and confirmed what you reported. A Unix based agent does not kill the process that was created by the XShell plugin, even though the Jenkins job stops.
A shell step does kill the process that was created. Process did seem to be killed on a Windows agent with XShell. Work around is to switch from XShell to the shell step. Please submit a bug report to issues.jenkins.io.
