Got it. In the blog post I mentioned, there is a link to a long-running GitHub issue: https://github.com/jenkins-infra/helpdesk/issues/2649 . You should find some useful information there. One point I noticed is that archives.jenkins.io may act as a mirror fallback for JSON data.
Additionally, could you try logging on your firewall, or just before it, using your own logging proxy, to capture the URLs/IPs your controller contacts?
