I would caution anyone about a liberal use of salience. It has a potential for getting 
out of hand and making a rule based system into a procedural one.

I can answer this one...
In each rule add: (declare (salience 100))
Rules with higher salience will fire before rules with lower salience.
See section 2.15.2 of the manual.
