Defmodules, focus, etc. apparently are not yet implemented in JESS. I
think the best approach for the time being would be to use separate rete
objects for each phase. Each rete instance could have its own rule set.
The only disadvantage might be that since you would then have to
replicate/syncronize some or all facts in each rete instance, there will be
some duplication of storage.
