How did you implement the rules?

I've seen a standard time and attendance software package that provides the
means to define "simple" rules. This system was used by a large (180.000+
employees) German automotive company. Due to the complexity of the business
rules involved they quickly got into real trouble correctly implementing
the system. Also, I was not really convinced, that the rules were well
understood.
