For the two questions above: if your web interface consists of an
applet, I suppose so, given the appropriate Java programming
skills. Jess is not a web (or other) interface toolkit. Jess does make
life very easy if you want to interface an expert system to interface
code or server-side code written in Java. Use the right tool for the
right job.

Well, this has actually been a topic of debate recently. But in any
case,  Jess's "OOP" is Java itself, whereas CLIPS has its own COOL
language, which Jess doesn't support.
