The latest release of Jess, the rule engine for the Java platform, is
available for download at the usual place:

This release is primarily a bug fix release. A number of bugs in the
implementation of the "logical" conditional element were fixed. From
the change log:
Most of the Rete "listXXX" methods lock and copy to prevent
ConcurrentModificationExceptions. Fix problem with
triply nested (not) (thanks Alan Moore.) Fix a race
condition with modify and run-until-halt (Mr. Moore,
again.) "unique" CE is now a no-op. Deadlocks, memory leaks,
and other issues with the "logical" CE repaired (many thanks to
Travis Nelson and Glenn Williams.)
