I've been playing with eclipse. It's feasible to make a small executable that only includes the necessary jar files. In fact there's a stand alone browser written with SWT that is quite small. the browser works as stand alone or as a plugin. a jess ide should be able to do the same thing.
using the eclipse API allows for an easy way to add functionality in the future without having to design and build your own framework. I've used swing in the past and one of the main reasons I like eclipse is the ability to plugin new functionality. things like propogating user settings, java debugging and wealth of third party plugins is more than compelling.
