The author, William Wheeler, may pipe up with more information, but in
any event, JessWin compiles cleanly if you've got the Jess library on
your CLASSPATH -- i.e.,
C:\JessWin\> javac -classpath .;c:\Jess61p5\jess.jar *.java

I downloaded the JessWin (v1.17) zip file from Sandia, but I'm not having any luck compiling it. Is there a binary jar file (as opposed to source) out there anywhere ?? I did a number of searches on the net but failed to turn up anything.
