Apparently there was already a fix for this, but the version of JessWin containing this fix had not been released. Mr. Wheeler sent me a copy of JessWin 1.18 and I've posted it at the Jess web site at http://herzberg.ca.sandia.gov/jess/user.programs/JessWin_v1.18.zip . I tried it and the problem seems to be resolved.
