Frankly, I would suggest another solution. If you are very concerned about missing activations, you should put in place a process that guarantees delivery and not try to guarantee rule engine availability. JMS provides such a capability.

Is there a better time to modify the rules during execution, say, specific "idle" times during rules processing?
