You may want to contact the computer science department at UMass Amherst. I know the CKC group work on a similar tool for emergency rooms using rule engines. If I remember correctly, they used rule engines to recommend potential treatments and help diagnose patients. The project was a collaboration between UMass Medical and CKC.
