JESS: Policy-based QoS control

Hello,

I am new to JESS and I am thinking in use JESS to setup a Network
Element (Policy server) to control Quality of Service based on policies
in an ongoing Multimedia session. I would like firstly to implement  a
client-server architecture like the IETF COPS (RFC 2748).

Is there anybody working with something like that? I would be grateful
if I could discuss implementation or source code issues.
