I might be wrong here: but do you by any chance have a dual core pc? Then a permanent 49.2% or so could mean you are fully using one of the processors, which is normal behavior if your java virtual machine is not capable or allowed to use both processors. If you don't have a dual core pc, just ignore my comment and please do not be insulted by me thinking you would make such a mistake (I made it once when I first got my dual core, before I knew it was a dual core) ;-)
