The Eclipse literature will tell you that Eclipse is a framework for building any kind of IDEs, and that's certainly true. But the problem is that an awful lot of useful stuff is really part of the Java IDE, not part of the framework underneath; this makes is hard for plugin developers to match the JDE's functionality. Content assist support is something where about half the useful code is actually in the JDE; for templates, it's more like 3/4.
