Congratulations! One minor thing I noticed about the Eclipse 3.1 backward compatibility. In the gov.sandia.jess_7.0.0 plugin.xml you specify: <?eclipse version="3.2"?>
I tested it out in Eclipse 3.1.2 and everything seems to check out OK. I'm not sure you even need to change that line to <?eclipse version="3.1"?> - it seems to work fine the way it is. Although if someone is using the plugins in that version of Eclipse, it's probably a good idea.
