Jess 7.1p2, a new release of Jess, the Rule Engine for the Java

This release fixes a few bugs reported against Jess 7.1p1. From the
change log:
QueryResult distinguishes between "no results" and
"before first result" states (thanks Bob Kirby). Fixed a
slot-specific bug and a no-loop bug (thanks Neal Wyse.)
Fixed a problem with salience evaluation in peered
engines (thanks George Williamson).
