One way to go would be to give the rule authors Eclipse, which runs everywhere Java does, and with the plugin coming with Jess, which should help the Experts with editing basics.
There are Eclipse plugins for a number of CM tools, I know of, or have used CVS, subversion and ClearCase. References and comments can be entered by adding CLP comments. If you need to do some processing based on such references, you could consider creating a custom Eclipse plugin.
