Clarifying: there is a new policy, and accounts are no longer created until the CLA is acknowledged by the Secretary, which can take a bit of time.
It can take days to a week before a CLA is recorded by the ASF Secretary.
The root volunteers do not have access to that information any sooner than
anyone else. It is best if account requests are not sent to root until
someone has confirmed that the CLA is recorded in CVS. It won't get
anything done sooner, and can actually cause a delay in account processing.
I'll check when the CLA appears on file (the info on CLAs is not public) and resend the request to infrastructure. Or has it to be someone with a Jakarta PMC hat? I don't actually know.
