Deploying the demo app using PAM requires that you are connected to the internet because the DOCTYPE in web.xml points to sun's website.
The attached zip file includes a copy of web-app_2_3.dtd that needs to be added to jetspeed/portal and a patch for PAM to use the local file instead of the URL.
