Description:
If the maven.env.name property is set, the plugin should attempt to merge environment
specific property files. For example, if maven.env.name is set to LOCAL and
maven.merge.properties contains JetspeedResources, the plugin should try to merge
JetspeedResources-LOCAL.properties.merge.
