Jetspeed 2 IS JSR-168 compliant but is just getting out of early
development, it is usable though (I am using on a project right now).
Jetspeed 1.6 is not JSR-168 compliant.

There is a yet-to-be-committed project called Jetspeed Fusion which uses
Jetspeed 1.6 on the front and uses the Jetspeed 2 engine to process
JSR-168 portlets.

As for inter-portlet communication, it is not defined by the spec so
there is no standard way to do it.  The closet you can get to it, is to
have the portlet whose action has been invoked to place some value(s) in
the portlet application session at the application scope level and have
all you other portlets (in that same app) look for the session value.
