Have a look at http://jakarta.apache.org/site/source.html, it explains
how to create a patch file that you can then send to this list for
someone to commit.

Only a few people are 'committers' for this project. Read
http://jakarta.apache.org/site/roles.html if you would like to know
more. They are the only ones with commit permissions. Don't let this
stop you from sending patches, I'm sure somebody would be glad to commit
it for you. :).
