Framework of PSML Database documentation

Atul,
I have created the initial user documentation for the PSML Database,
xdocs/psml_db.xml.  At this point it is just a framework with
questions.  A copy of the current document is on the web site at
http://jakarta.apache.org/jetspeed/site/psml_db.html

I can work with you on the user documentation.
