For multi-column layouts: If a portlet has nothing to customize, then the portlet is displayed maximized when the customize icon is clicked. To recreate: 1) Click the customize icon for the HelloVelocity portlet. I would have expected the cutomise icon to be missing from this portlet or a "Nothing to customize" type message displayed the the customize icon was clicked.
