I don't think it is related to tomcat. It could be related to office 
proxy setup, possibly. Maybe the browser version. I remember some 
Explorer versions were cache-handicapped. Also, have you tried to build 
clean?

When there are changes in some classes it is needed to build clean and 
then build again. I do it from time to time to avoid thus kind of 
difficult errors.
