Because its been at 1.3 for, what is it now, 2 years? Time to move on to the next version and clearly state that Jetspeed is moving forward and progressing, improving. There are enough new features and design changes to more than substantiate a minor rev change. The beta tag is an indicator of the improved quality of the project in general. Jetspeed is no longer an alpha project.
