jetspeed replaces character escape codes with question mark

Hi,
we wanted to use Portletdescriptions in the registry files with german 
umlauts, for example &#xE4 or &#xF6. But after the start of jetspeed it 
replaces the character escape codes with question marks (?). Any hope?
