I would like to look at re-factoring CapabillityMap functionality to use a configuration file, and possibly stream line things in general.
First off, I would like to propose using XML/castor to as the persistence mechanism to hold CM information. I would ask for suggestions as to what else may need to be fixed and/or implemented before I start.
