Any non-admin user can add/delete portlets of other users

As far as I can figure, a user cant change his own security id for each pane.
Correct? At least in the more recent versions.

This bug only appears on any additional panes a user creates. 
As the turbine user, I can create a new pane and log into jetspeed as a new user
and and add/remove portals from that pane.

I'd hope for security purposes , when a user creates a pane, the default
security id would be "Owner-only".

BTW, as admin, through the PSML Browser I can go to a users default.psml
and into a pane. But  when I change the security id the Apply button goes
away. Thus I cant save my settings. Bug???
