Gary, Obviously great minds think alike.. Your build.xml is scarily similar to mine, maybe based on the tutorial build.xml ;-) .
This to me seems like something that should be in CVS along with a short howto on starting to write your own portlet. Or added to the bottom of The Tutorial. The merge function is fantastic. I want to use that in my own Turbine based apps that each have a custom TR.props! What do the committers think of wrapping it in an Ant task and seeing if it can be added to the base turbine install?
