The scenario is as follows:
Create a portlet (Velocity) that have one action (setCookie). In the setCookie
action create a cookie and store it. Make the portlet avaliable for the anon
user. View the portal and try and hit the button name eventSubmit_doSetcookie.
Then no cookie is set. The cookie can only be set, when you are logged in.

When trying the same portal and portlet on Windows, the cookie is set correctly.
