Struts actually does support Velocity, to what extent I am not sure.  There is a 
definite push to integrate the use of Struts into Jetspeed 2.0.  I know David has been 
working on this, however, I have not yet seen the new 2.0 code base yet so I can't 
tell you how this is progressing.

I have used struts and turbine, and would like to at least see Struts Action and 
ActionForm support.

I welcome wanting to help with this.
