Turbine pull service refresh

I'm wondering if there is a reason why by default jetspeed has: 
"services.PullService.tools.per.request.refresh" set to true, in the 
TurbineResources.properties file?

It seems that refreshing each tool for each request would be a waste of 
resources. Is it save to turn this off?
