[PATCH] Creating New User PSML doesn't assign new portlet instance ids

I tested this and it looks good.  I also noticed that the psml browser's clone
option should probably also regenerate the ids.

One note:  Whenever a document is created by cloning another one, we pass a
reference from the original document's portlets to the new document's portlets.
 It seems to me that we would have 2 documents sharing portlets.

I created a situation where I cloned a document by using the psml browser, went
to the customizer and hit save & apply on the original document, and the ids of
the new document replaced the original.  I'm not sure if other problems could be
created or not, but that's what I was able to produce.

Should we not be cloning the portlet objects before placing them into another
document?
