Are you using JBoss + Tomcat or Jboss + Jetty ? If you deploy your application inside the WAR/EAR file without expanding it Jetspeed will have trouble loading property files.
Take a look at http://nagoya.apache.org/bugzilla/show_bug.cgi?id=18415 on how to solve this.

I tried ot deply the jetspeed.war in the jbos server, but it gave me a error
called can't load the file TribuneResources.propoties
I did not get this for tomcat.
