Q. How to add a new portlet permission?

I want to add a new icon to the top of all of the portlets. I want to
basically make a copy of the maximize button, but change it's target to
_blank so it opens in a new window. How does one add and remove these
controls / permissions / actions from the portlet's titlebar?

I have checked the docs and have not found any information that was
helpful.
