[FIX] Registry service can screw files on unproper tomcat shutdown

While this would probably go a ways to solving the issue, I still don't like the
potential of portlet changes to go unsaved (either new portlets or updates to
existing portlets).  What if we converted it to automatically save any registry
updates after checking the fragment to see if it was updated.  Basically, update
would become:

find entry if exists
get fragment
check fragement for changes
if fragment has changed, reload
save fragment with updated entry
