Sorry, no small portlet apps. Perhaps you could look at the various administrative portlets in Jetspeed as examples.
In regards to the jportal.jar, this file is not required to create a portal using Jetspeed. You can easily create a portal by customizing Jetspeed using Jetspeed's release war.
