How to entirely block access to the customizer

hmmm, well, I started with a fresh jetspeed portal and I definitely can't 
customise the anon user by copying in a customise url gotten from logging in as 
admin and modifying url.

I think I must have b0rked something when I switched to role-based profiles 
using mysql as authentication DB - I did a bit of switching between PSML and DB 
storage too.

I still want to block customisation by all except four specific accounts, and 
fix customers and staff into respective roles, so they can't screw up their 
profiles and I get to choose what they see.
