You need to start the test database first before starting a build.
The complete build and deployment procedure is described in the GETTING-STARTED.html
which you will find in the root of the jetspeed-2 project.
The first instruction in step 3. Build .jar and .war reads:
Start the HSQL test server:
cd ${jetspeed-2-home}
maven start.test.server
That'll do the trick.
