Most Java portal servers including Jetspeed is a J2EE application - running
on an application server.  So portal server is not much different from any
other J2EE application running on an application server.

Besides all portals are based on web technology.  There are several load
balancing mechanisms available outside the portal server to ensure high
availability.  This includes application server clustering.  The application
server clustering varies based on the application server you are using - for
example Tomcat / BEA / WebSphere / Borland / Oracle, etc.

In addition to application server clustering, you could also use a web
server-farm with a load-balancing device. In one of my previous project we
used the Cisco Local Director

product has reached end-of-life.  Cisco offers several ways to achieve this
http://www.cisco.com/en/US/products/sw/conntsw/ps2349/index.html is an
interesting example.

So - in short, if you install Jetspeed on a single Pentium-PC also running
Apache / Tomcat / MySQL - don't expect portal server to scale up to 50K
users.  With properly planned and careful installation - apps server
clustering and web server load-balancing - there is no limit to the number
of users you can support.
