I am correct in interpreting that we are not currently
loading the setting from portlet.xml?
org.apache.jetspeed.tools.pamanager.FileSystemPAM

PortletRegistryComponent does not have the method
registry.loadPortletApplicationSettings anymore. Do
we need to reimplement this there? Or are the
properties loaded somewhere else and I just missed it?
