There was discussion in regards to having the jar in the war a while back. I don't think it was resolved. The reason I bring it up again is issues I have with the build.
When I do a maven war, the tests end up being ran twice. This is because we tell it to build the jar as a preGoal to the war. The tests are ran during the jar build phase and then again during the war build phase. If we remove the jar from the war (as well as the call to build it), this should take care of tests running more than once. Does anyone have objections?
