RSS Application and first Graffito usage

I modified the RSS application in order to support the Rome framework. 
Where can I send the patch ? maybe a new case in Jira ?

Furtermore, I'm going to build a portlet application which gives a way 
to a portal user to manage its own news, publish them within a RSS feed, 
store them into Graffito.
If you have similar needs, you are welcome to send me our requirements.
