Changing the locale causes the portlet titles to eventually disappear.

Changing the locale via the localeselector causes the portlet titles to
eventually disappear. What is weird is that this issue does not manifest
itself immediately after the cahnge in language. The titles will localize
correctly, but after an abritrary amount of time, the titles are reaplaced with
the portlet name or disappear entirely.
