Improve access to binary builds

As more developers here where I work start to use Jetspeed it has become
evident that better access to binary builds would be very helpful.
1. Have dowload page like this: http://portals.apache.org/pluto/mirrors.cgi
2. Start having night source builds available.
3. Have weekly binary builds which is the Tomcat/Jetspeed bundle available.
4. Have quick links to the most recent nightly source/weekly binary on the
home page.
I would attempt this myself except for the fact that I am unfamiliar of how to
go about getting such things published and in place with the infrastructure
team.
