I am proposing the removal of the content server and the addition of a
Decoration API that encompasses the same funtionallity without trying to do the
job of app/web server as it this tends to cause more problems than it solves.
- Creation of a Decoration API that performs fallback resolution, etc.
- Removal of the content server entirely.
- Movement of the decorations and templates directories outside of WEB-INF so
that images/stylesheets/javascripts are accessible via normal means.
