Add a demo MapServer Portlet

This demo uses the MapServer Bridge and the default MapServer demo application.
It demostrates MapServer in the Jetspeed container. Panning, zooming, and
queries are supported. A main map, reference map, scale bar, and legend are
included.
There is one issue, the paths to the MapServer binary and the MapFile are hard
coded in the portlet.xml. I am going to patch it with a relative path solution.
