There is no way to change the default decoration theme for both layout and
portlet.
The default decoration theme "tigris" for both layout and portlet are hardcoded
into the org.apache.jetspeed.portlets.layout.MultiColumnPortlet, line 187 and
188.
this hardcode should be replaced by reading configuration from the
jetspeed.properties.
